MUSKEGON COUNTY
MEDICAL CONTROL
AUTHORITY

ABOUT US
The Muskegon County Medical Control Authority (MCA) is the entity designated by the Michigan Department of Health and Human Services (MDHHS) to oversee and coordinate the EMS system in Muskegon County. The MCA is responsible for adopting and enforcing approved protocols, appointing a qualified medical director, and ensuring that EMS agencies comply with standards of care and continuous improvement.
Operating under the umbrella of WMRMC, the MCA also supports regional standardization efforts — such as protocol uniformity, quality benchmarking, regional education collaboration, and shared initiatives across MCAs in the broader consortium. Through coordination, review, oversight, and direct accountability, the MCA ensures that licensed EMS providers deliver consistent, high-quality care to the Muskegon community and maintain alignment with state EMS regulations.
